HÀ NỘI — Prime Minister Phạm Minh Chính has urged ministries and agencies to speed up the disbursement of public investments in the final months of 2022 and early 2023.
In a dispatch sent on November 10, 2022, he called on ministries, sectors and localities to accelerate the disbursement of public investments with the aim of achieving the national annual economic growth target of 8% and supporting economic recovery.
Ministries and agencies at all levels must accelerate public investment, see it as an engine of growth and a key policy task, he said.
He said medium-term investment plans for almost all projects in the 2021-25 period have been assigned to ministries, central agencies and localities.
Citing that challenges related to climate and epidemics are no longer the main reasons preventing disbursement, he called for concentrated efforts to achieve socio-economic development goals, including the disbursement of 95-100% of public investments from the state budget.
According to the Ministry of Finance, as of October 31, 2022, public capital disbursed from the state budget is estimated to be VN40.3 trillion higher than the same period last year.
However, the disbursement rate only reached 51.34% of the plan assigned by the Prime Minister.
The Prime Minister commended the ministries, central level agencies and localities with a high disbursement rate in the first 10 months of 2022. These include the Government Inspectorate, the General Confederation of Labor of Vietnam, the State Bank of Vietnam, the Vietnam Fatherland Front Central Committee, the Ministry of Transport. and the localities of Bình Định, Tiền Giang, Đồng Tháp, Tây Ninh, Lâm Đồng, Ninh Bình, Quảng Ngãi, Bình Thuận.
Those criticized for their low disbursement rate are the National Assembly Committee for Ethnic Minority Affairs, the Vietnam Academy of Science and Technology, the Ministry of Foreign Affairs, the Writers Association, the Ministry of Health, Vietnam Farmers Association, Ministry of Education and Training, Ministry of Industry. and Commerce, Ministry of Labour, War Invalids and Social Affairs, Vietnam Union of Literary and Artistic Associations, Voice of Vietnam Radio, Vietnam National University HCM City, Hòa Lạc Hi-Tech Park Management Board, Ministry of Justice, Hà Giang, Phú Yên provinces.
Chính urged leaders of ministries, agencies and localities to take responsibility for disbursement work and strengthen supervision to resolve difficulties in a timely manner.
He ordered to address the demining of the site, compensation and resettlement assistance to local people, to harmonize the interests of the state and the people and to ensure the progress of the project.
Projects with a low disbursement rate would have capital transferred to others with a higher rate, he said. —VNS
