Strengthening of the organization of ILSTC train transport. China State Railway Group Co., Ltd. optimized the ILSTC train operating plan and organized 9 regular train operating routes from the western region to the Beibu Gulf port, covering the main towns in the southwest region. It has strengthened centralized and unified transport control, focused on monitoring the operation of ILSTC trains to ensure on-time delivery. It also strengthened the organization of the source of containers and the transport and organization of the transport of empty containers, established container return points at important logistics terminals along the route, thereby promoting the balance of two-way freight flow. It has actively developed cross-border rail transport between China and Vietnam. In the first three quarters of this year, 852,000 tonnes of goods were delivered via China-Vietnam international rail transport, up 42% year-on-year.
Improve the quality of logistics services. The rail sector has made good use of the working mechanism of the ILSTC Rail Transport Co-ordinating Council. He worked with national shipping carriers, ports and relevant companies to create a platform for cooperation in transport and improve the logistics organization. It has provided preferential freight rates, actively promoted intermodal rail-sea container transport, reduced container restocking costs and warehouse charges at some central rail container stations. It has optimized the functions of the 95306 rail freight platform, providing services such as ‘one-stop’ processing, freight tracking, delivery forecasting in some local CR groups as a pilot implementation and the expansion of electronic payment channels. It has also built inland ports and railless stations in cooperation with the ports, which allows customers to deliver cargoes easier and faster.
Actively promote the construction of rail corridors. According to the 14th Five-Year Plan and the Implementation Plan for the High Quality Construction of the New Land-Sea International Trade Corridor during the 14th Five-Year Plan period, CHINA RAILWAY focused on strengthening the weak links of the ‘infrastructure and acceleration of the new line construction and improvement of the existing line of the west, middle and east corridors. For example, the construction of the second Chongqing-Huaihua line and the electrification of the Huaihua-Liuzhou line were completed in 2020, and both lines were put into operation in the same year. The Xuyong-Bijie line and other projects are also on track.
CHINA RAILWAY will actively promote the construction and high-quality operation of the new international land-sea trade corridor, promote the construction of intercity lines, prepare well for the construction of the Qinzhou East-Qianzhou port line, the Huangtong-Baise line, the Guizhou-Guangxi line, etc., and accelerate the progress of current projects. At the same time, it will vigorously develop cross-border trains, fully play the role of the China-Laos railway which is expected to open at the end of this year, prepare the operating scheme in advance, formulate rules for the combined international freight transport and traffic organization scheme, with the aim of further improving the competitiveness and sustainability of the new international land-sea trade corridor.
