On September 15, 2020, the Vietnamese government office issued Notification No. 330 / TB-VPCP regarding Deputy Prime Minister Pham Binh Minh’s conclusion regarding the resumption of scheduled international commercial flights between Vietnam and several countries (” Notification No. 330 “).

In order to promote economic recovery after COVID-19, the government intends to gradually ease entry restrictions and resume a number of air routes on a bilateral basis. Concretely, according to notification n ° 330, the government approved the resumption of six air links between Vietnam and countries where COVID-19 is considered to be under control, in particular Guangzhou (China), Tokyo (Japan), Seoul (Korea ), Taipei (Taiwan), Phnom Penh (Cambodia) and Vientiane (Laos). In addition, foreigners entering Vietnam through these six air routes may be entitled to more favorable treatment with regard to entry procedures.

1. Resumption plan for six international air routes

On September 15, 2020, Vietnam resumed its air links to and from Guangzhou (China), Tokyo (Japan), Seoul (Korea) and Taipei (Taiwan).

On September 22, 2020, it will resume air links to and from Phnom Penh (Cambodia) and Vientiane (Laos).

There would be a maximum of two weekly round trips on each route and the number of flights will be further adjusted, depending on actual situations.

2. Passengers authorized to enter Vietnam by these six air routes

Inbound passengers eligible to enter Vietnam include:

  1. foreigners with passports for diplomatic and official purposes and members of their families
  2. experts, investors, business leaders, highly skilled workers (“foreign employees”) and members of their families
  3. foreign students studying in Vietnam
  4. foreign relatives of Vietnamese citizens
  5. Vietnamese citizens returning from abroad

(collectively referred to as “eligible persons”)

3. Entry requirements by these six air routes

Eligible persons must obtain a certificate stating that they have tested negative for SARS-CoV-2 by RT-PCR technique within three days of boarding their flights (except for places where local authorities do not issue this certificate). Upon entry, eligible individuals will immediately undergo another RT-PCR test at the quarantine location and undergo the mandatory quarantine there.

Foreign employees are allowed to undergo mandatory quarantine in a factory, company headquarters or in a chargeable quarantine hotel / establishment.

4. Shortened quarantine period with negative COVID-19 test results

If eligible people have tested negative for SARS-CoV-2 by RT-PCR twice, they could be considered eligible to be released from the quarantine place after about five days. After that, they are required to continue self-quarantine and medical surveillance at their home or at the headquarters of businesses and companies in accordance with regulations.

This proposed favorable treatment does not apply to those passing through these six locations.
